Cliftleigh Meadows reaches completion

Monteath & Powys has been the Project Manager on the Cliftleigh Meadows Residential Estate project since the very early stages of development through to completion.
M&P provided Town Planning, Surveying and the “end to end” Project Management services for the significant residential development.

Cliftleigh Meadows is a Torrens titled master planned residential development consisting of around 1,000 residential lots and includes parklands, playgrounds and sport fields. The development is located just off the Hunter Expressway at Cliftleigh, and situated in a strategic location that services both Maitland, Newcastle, and the Hunter Valley.

Sixteen of seventeen stages and approximately 960 lots have been delivered, with Monteath & Powys managing:

  • Initial investigations,
  • Planning Proposal,
  • Development Applications,
  • Section 4.55 modifications,
  • State Voluntary Planning Agreements (SVPA) negotiations,
  • Engineering designs,
  • all service designs & approvals,
  • construction certificate approvals,
  • water and sewer designs for Hunter Water,
  • preparation and management of the civil construction tender processes,
  • engagement of the principal contractors,
  • AS4000 contract administration,
  • Construction Superintendency,
  • obtaining subdivision certificates from Cessnock City Council, and
  • the preparation of the plans of subdivision for registration with NSW Land Registry Services.

The major complex estate works associated with the development included:

  • Significant site remediation and rehabilitation of Testers Hollow Wetland,
  • a signalised intersection under a Transport for NSW (TfNSW) Works Authorisation Deed (WAD),
  • two U-turn bays under a TfNSW Works-in-Kind Deed on State Road 195,
  • two new wastewater pump stations,
  • an upgrade of an existing wastewater pump station,
  • a 2.7 km sewer rising main including under boring the Hunter Expressway to Kurri Kurri Wastewater Treatment Works, and
  • phase one of the developments trunk water main requirements,
  • mine subsidence remediation & sinkholes,
  • acid sulphate soils & contaminated waste,
  • European heritage associated with old remnant mine workings,
  • delivered the SVPA requirements including local and regional parks, and
  • Aboriginal heritage.

Monteath & Powys continue to be involved in the minor finalisation of Cliftleigh Meadows and are proud to be completing another high-quality development for Winten Property Group.
