Monteath & Powys were originally engaged in 1998 on the Pacific Dunes development, providing valuable surveying, planning and project management advice and services throughout its evolution. We have played an integral part in developing the concept, title structure, yield optimisation, design and Community Association Scheme for the project, along with its successful delivery.

Pacific Dunes is a 500-lot multi-stage residential subdivision surrounding an 18-hole championship golf course. The development is a mixture of Torrens and Community Title subdivision and includes parks, walking trails, tennis courts, swimming pool, golf clubhouse and restaurant.

Significant challenges arose and were successfully resolved included the negotiation and delivery of Vegetation Management Plans, contaminated waste, acid sulphate soils, and Aboriginal heritage. The development was completed while the golf course continued to operate, demonstrating strong stakeholder management. An outstanding product was delivered that matched the high standards required for a championship golf course.

Throughout the development, M&P managed all approvals processes and consultants including those required for consent modifications, service authority approvals for all internal and external works, Controlled Activity Approvals, and aquifer interference licences for dewatering requirements.

Monteath & Powys’s scope included all activities associated with design, delivery, and handover:

  • Prepared the engineering designs for construction certificate approvals.
  • Water and sewer designs to Hunter Water Corporation requirements.
  • Prepared and managed the civil construction tender and letting process.
  • AS4000 contract administration.
  • Obtaining subdivision certificates from Port Stephens Council.
  • Preparation of the plan of subdivision for registration with NSW Land Registry Service (LRS).


The Pacific Dunes development won the 2006 Master-planned Residential Lifestyle Development award for outstanding design.
